Governance is the art or way to govern that proposes a lasting economic, social, environmental and institutional development as an objective, while promoting a healthy balance between the State, civil society, environmental heritage, and the market economy.
This concept can also be simplified as the art or way to govern in order to reach sustainable development within a democratic framework.
In this regard, governance and access are concepts that are closely related, given that access to public information, citizen participation in the decision-making process, and a trusting judicature that effectively protects our fundamental rights are key elements for a modern democratic system that promotes sustainable development.
In IDEA, we are committed to these concepts, with the belief that “Environmental issues are best handled with participation of all concerned citizens, at the relevant level. At the national level, each individual shall have appropriate access to information concerning the environment that is held by public authorities, including information on hazardous materials and activities in their communities, and the opportunity to participate in decision-making processes. States shall facilitate and encourage public awareness and participation by making information widely available. Effective access to judicial and administrative proceedings, including redress and remedy, shall be provided.” (Principle 10, Rio Declaration on Environment and Development, 1992)
